Enclosed is the programme. The questions are so arranged that the work of the next congress will be facilitated. You will understand my intention.

I. On the necessity of abolishing the national debts. Discussion on the right to compensation.

II. On the connection between the political action and the social movement of the working class.

III. Practical means for converting landed property into common property (see note).

IV. Conversion of the note-issuing banks into national banks.

V. The conditions of co-operative production on a national scale.

VI. On the duty of the working class to co-operate in the compilation of a general labour statistics in accordance with the resolution of the Geneva Congress of 1866.

VII. Resumption of the question at the congress on the means of suppressing war.

Note to Point III: The Belgian General Council has proposed the following question:

“The practical means for forming agricultural workers’ sections within the International and for establishing solidarity between the rural proletarians and the proletarians of the other branches of industry.”

The General Council of the International Association is of the opinion that this question falls under Point III.

The following may not be published, but is only to be communicated by letter to the various sections.

Confidential communication to all sections

1. The General Council requests all sections to give their delegates formal instructions as to whether it would be advisable to transfer the seat of the General Council for the year 1870/1871.

2. In the event that the transfer is decided upon, the General Council recommends Brussels as the seat of the General Council for the said year.
