In the trial of the so-called Nechayev, heard some months ago before the Court of Assize in St. Petersburg, assertions were put forward concerning the International Working Men’s Association, assertions which by their nature attracted the attention of the Conference of delegates of this Association sitting in London.

Consequently, the Conference adopted the following decision and ordered its publication in the official organs of the International.

The Conference of delegates of the International Working Men’s Association, assembled in London from 17 to 23 September 1871, has instructed the General Council to declare publicly:

1. That Nechayev has never been a member or agent of the International.

2. That he lied in claiming to have founded a section in Brussels and to have received from another section in the same city a mandate for Geneva.

3. That the said Nechayev usurped and made use of the name of the International Working Men’s Association in order to create victims in Russia.
