Federal Council in Ticino – Centralisation of the Postal Service –  
Apology of the German Imperial Troop Commandant

** Berne, 2 December. The Federal Council, on announcing the constitution of the new federal authorities and the thereby concomitant expiry of the Treaty of 1815, has already received from all the envoys the assurance that they believed they could promise in advance the recognition of the new authorities and the new constitution on the part of their governments. The English envoy alone, Master Peel, makes no mention of recognition and merely states quite drily that he has communicated the announcement to his government. As Russia has no representative here, no declaration has naturally yet arrived from that power. –

The Federal Council has appointed as federal representatives in Ticino: Colonel Stehlin of Basle and Colonel Briatte of Vaud, both members, the latter President of the Council of States. The radical Briatte will, it is to be hoped, act differently from Messrs. Escher and Munzinger. For the rest, all Italian refugees capable of bearing arms have already been dispatched from Ticino into the interior of Switzerland. –

The Federal Council has, furthermore, immediately set about implementing the law on the centralisation of the postal service; Herr Laroche-Stehelin of Basle has been appointed provisional General Post Director of Switzerland, and two commissions have been formed, one for the valuation of the material to be taken over from the cantons and private parties, the second for drawing up a law on the organisation of the Swiss postal service. –

The commanding officer of the German imperial troops concerned has duly tendered an apology in a communication to the Federal Council; he declares himself ready to afford the demanded satisfaction and reports that those involved have already been referred for punishment.
