Milan, August 20. Radetzky has removed all the fire-engines from the city and had them taken to the citadel. It is feared that he intends to burn down the city should it take it into its head to rise again. He has requested a reinforcement of 15,000 men from Vienna, on the grounds that he is too weak to occupy the whole of Lombardy and to take Venice. – The Lombard refugees are refuting, in the public newspapers, the excuse for his surrender of Milan put forward in Charles Albert’s proclamation, since there had been no lack here of money, or of provisions, or of war matériel, or of a numerous and bellicose army.

* Turin, August 19. Given the large number of Lombard and other refugees and those newly arriving daily, it has become necessary to provide for them officially as well. The Ministry of the Interior has therefore formed a commission that is to occupy itself exclusively with the support of the emigrants. By the time the money stolen by Charles Albert in Lombardy, and especially before his withdrawal from Milan, is used up for this support purpose, these refugees will long since have returned to their homeland. The new ministry under the presidency of Costegno has issued its programme, which, as is the custom with such documents, sounds very liberal and patriotic. The names of the ministers themselves are the worst guarantee for the implementation of the fine words and promises. To the many causes of the people’s embitterment, a new one is now added.
