† † Milan, 13 June. The commission set up to draft an electoral law for the Lombard constituent assembly has completed its work. Universal suffrage, without any census, for every Lombard aged 21, eligibility for every person aged 25, direct election by secret ballot, representation of 10,000 inhabitants by one representative, 267 representatives in all, 10 Italian lire per diem for each representative not residing in Milan — these are the main points of this thoroughly democratic bill.
– Lieutenant Field Marshal Baron Welden, from Conegliano, 12 June, has sent the following reports to the War Ministry, which were conveyed to him by Lieutenant Field Marshal Heß:
“Vicenza was attacked on the 10th inst., pelted with 80 bombs, all the heights taken, and the papal troops forced, by the concluded capitulation, to withdraw across the Po. Field Marshal Count Radetzky was present and is returning today (the 12th) to Verona.
The 2nd Army Corps (2 brigades of 10–12,000 men) under Lieutenant Field Marshal d’Aspre remained in Vicenza and detaches a brigade under Major General Simbschen via Schio into the Val Arsa, in order to maintain communications.
In the attack on Vicenza, the enemy lost 1,800–2,000 killed, wounded and prisoners. We lament the loss of 500 dead and wounded; among the former, Major General Prince Taxis, altogether 20 senior officers dead or wounded.
Lieutenant Field Marshal Welden further reports that, already on the 11th, he had restored his line of communication between Bassano and Vicenza, and on the 12th advanced on Treviso with 8,000 men.”
