* Milan, July 10. The Archbishop Carlo Bartolomeo has acceded to the communication of the provisional government and has called upon the clergy and the churchwardens of his diocese to make over to the provisional government part of the silver vessels in the churches as a loan, on condition that the value of the objects thus delivered be used for the poor and wounded, as well as for other needs arising from the present war. – Charles Albert has officially informed the Venetians from Roverbella that 2,000 Piedmontese are on the way to help defend Venice against the enemy. – In Vicenza d’Aspre is now demanding from the members of the provisional committee reimbursement of all sums which were applied to the public service from the public treasury from the departure of the Austrians until their return. On July 1 he had posted on the house of one of the former members the demand for payment of 168,010 lire.

Milan. On the 5th inst. a battalion of Piedmontese entered Ferrara. 18 battalions will occupy the line of the Po. The new provisional government in Venice consists of Messrs. Castelli, Paleocapa, Camerata, Paolucci, Martinengo, Cavedalis, Reali. Tommaseo has proceeded to Florence.

– A letter from Desenzano of July 7 says that cannon shots were heard in the direction of Verona. The whole garrison of Peschiera is under arms. It was said that the Austrians again intend an attack on this place. Radetzky seems to have thrown himself in the direction of Villafranca. Charles Albert has withdrawn from Roverbella with his entire general staff and has directed himself towards Villafranca.

– The government has purchased from a company in Marseilles the iron steamer “Oronte” (200 horsepower). It will, as soon as possible, proceed under the name “Goito” to join the squadron in the Adriatic Gulf. – The deputies from Monaco, Mentone and Roccabruna have now arrived here and are bringing to the government here the proposal unanimously adopted by their constituents for fusion with the Upper Italian kingdom.

Turin, July 11. Garibaldi has arrived here on his way to headquarters. The Chamber of Deputies yesterday finally passed the 2nd law on the Union, ultimately adopting it with the amendments, by 132 votes to 16. In the same sitting Gioia took the floor to report on a tumult fomented by the reaction in Piacenza and to submit a bill of the following tenor: 1. “The authors of seditious writings or actions shall be punished by imprisonment of from 6 months to 3 years; 2. Whoever supplies arms to the seditious shall receive the maximum of the above penalty; 3. the government is empowered to take all measures which appear necessary for the swift and effective execution of this law.” A number of speakers came forward and reported, for their part, on the intrigues of the reactionary party which had come to their knowledge. Gioia himself said: “Here too, again, the pernicious influence of the Austro-Jesuit sect makes itself felt.” Siotto-Pintor relates how in Sardinia the Austro-Jesuits likewise do everything that can lead to anarchy. He cites a mass of facts. Ract: In Savoy the population saw with astonishment and indignation that a very well-known prelate, in a recently published pamphlet, openly defends in his own name a new league which threatens the country with a reaction. Gioia’s proposal has been put down for deliberation today. There will be no lack of strong opposition; for already today several members spoke against such exceptional laws. The reaction, it was said, was indeed active on all points. But if only the ministry would confront it energetically, there would be no need for any exceptional laws. –

The ministry has concluded a purchase contract with the French government for 50,000 muskets and is still in negotiation for the delivery of another 50,000. In England 20,000 muskets are ready for Piedmont and this contract, too, has perhaps now already been signed. Finally, the government of the United States of North America has declared itself ready to let us have 40,000 muskets.
