** Berne, 13 January. The great Mr. Tobias Müller has finally arrived in the canton of Uri and is demanding that the government move the depot of the Neapolitan recruits, formerly in Genoa, to Altorf, from where he will then forward them to Naples by one route or the other. It is not known whether the government will accede to his demand; but even if it does, the question still remains whether the other capitulation governments will be satisfied with this relocation. – A troop of Lucerne recruits is now, after all, reportedly to be shipped to Naples via Trieste, to the scandal of the whole civilised world. –

The Fribourg government, which in general makes itself guilty of strange acts of high-handedness, has now once again, in defiance of the new federal constitution, expelled a cantonal citizen of Schwyz by police order. Earlier, it had, equally unceremoniously, expelled Herr Sieber of Zurich, editor of the *Wächter* of Murten and now co-editor of the Bernese *Zeitung*. Both cases will come before the Federal Assembly, which will, it is to be hoped, find a way to give force to the constitution.

A miracle has occurred: The organ of the neutral Herr Ochsenbein, the *Verfassungsfreund*, ruefully acknowledges that the Ticinese were not as much in the wrong in their disputes with Radetzky and the eastern Swiss troops as was claimed. It stammers its *pater peccavi* and tries to hush up the matter with a: *Iliacos intra peccatur muros et extra*. And yet the Ticinese government councillors are the most avowed anti-neutrality people there are and adherents of what Ochsenbein, with a venomous appeal to Swiss national narrow-mindedness, calls “foreign policy”. But thanks to the reports of the Bernese troops, the Ticinese have become very popular in Berne, and Herr Ochsenbein must remain popular in Berne, and finally – this is the heart of the matter – the Federal Council, without any provocation, has once again held the canton of Ticino responsible for all further entanglements with Radetzky. But every time Herr Ochsenbein pushes through a practical piece of villainy in the Federal Council, the *Verfassungsfreund* has to strike a magnanimous and noble tone in theory. That is how the stupid peasants are ruled in this country. O democracy!
