Democrats of the Rhine Province!
Instead of Chief President Eichmann, the well-known Chief Public Prosecutor Zweiffel has, through the investigating judge Leuthaus, served a summons upon your committee for tomorrow, on a charge of public incitement to rebellion.
Scandal is expected; the Cologne military command has made every preparation; according to an order issued by a high-treasonable ministry, Cologne is to be placed under a state of siege on this occasion.
Frustrate these hopes. Whatever may befall us, remain calm.
The congress will take place under all circumstances.
The Rhine Province will sooner shed its last drop of blood than submit to the rule of the sabre.
