Call of the Rhineland District Committee of Democrats
for Tax Refusal of 18 November 1848
Call.
No. 147, 19 November 1848.
Second Edition
Neue Rheinische Zeitung.
Cologne, 18 November. The Rhineland District Committee of Democrats
calls upon all democratic associations of the Rhine Province to adopt and
carry through the following measures:
1) Since the Prussian National Assembly itself has resolved on the refusal
of taxes, their forcible collection is everywhere to be resisted by every
kind of resistance.
2) The Landsturm for defence against the enemy is everywhere to be
organised. For the unpropertied, arms and ammunition are to be procured
at the cost of the communes or by voluntary contributions.
3) The authorities are everywhere to be called upon to declare publicly
whether they recognise and will carry out the resolutions of the National
Assembly. In the event of refusal, committees of public safety are to
be appointed, wherever possible in agreement with the communal councillors.
Communal councillors who oppose the legislative assembly are to be
replaced by general popular election.
Cologne, 18 November.
On behalf of the Rhineland District Committee of Democrats.
