petitions for the declaration of the Assembly’s permanence and protests against
the armistice are read out, among them one from the officers
of the 2nd Jägerkorps in Husum.
After the reading of the official documents received from Prussia and from Frankfurt, which are to be sent to press forthwith and distributed to the members, Government Commissioner Bremer speaks about the fact that the armistice conditions appeared “impracticable” in some points, but that the Assembly might nevertheless preserve its “prudent attitude”.
There follows a series of interpellations concerning the armistice, and particularly concerning Prussia’s alleged authority to agree to these dishonouring terms.
Deputy Jenssen puts the following motion, the urgency of which is adopted without discussion:
1) The constituent Provincial Assembly can neither be dissolved nor adjourned against its will.
2) Any change in the existing provincial government requires the consent of the Provincial Assembly.
3) All laws issued since 24 March 1848 by the provisional government of Schleswig-Holstein can be altered or repealed only with the consent of the Provincial Assembly.
4) Without the consent of the Provincial Assembly, no new law may be enacted and no new tax imposed.
5) All existing taxes and duties, as well as other state revenues, shall continue to be collected until 31 December 1848 by the provincial government recognised by the Provincial Assembly.
After a lengthy debate (at the close of the report), the first part of the motion is adopted unanimously.
