The events of June 14 are only the first lightning flash of this
second revolution and already the Camphausen ministry is in full
dissolution. The Assembly of Agreement has decreed a vote of confidence to the people of Berlin by placing itself under its protection. This is the subsequent recognition of the March fighters. It has taken the work on the constitution out of the hands of the ministers and is trying to “come to an agreement” with the people by appointing a commission to examine all petitions and addresses concerning the constitution. This is the subsequent annulment of its declaration of incompetence. It promises to begin the work on the constitution with a deed, the abolition of the lowest foundation of the old edifice – the feudal relations weighing on the countryside. This is the promise of a night of 4 August.

In a word: the Assembly of Agreement denied on June 15 its own past, just as it denied the people’s past on June 9. It has lived through its 21 March.

But the Bastille has not yet been stormed.

Meanwhile, an apostle of the revolution is approaching from the East, inexorably, irresistibly. Already he stands before the gates of Thorn. It is the Tsar. The Tsar will save the German revolution by centralising it.
