Declaration of Incompetence of the Assemblies
at Frankfurt and Berlin

Cologne, June 11. The two assemblies, that of Frankfurt and that of Berlin, have solemnly placed on record their declaration of incompetence. The one, by its vote on the Schleswig-Holstein question, recognises the Bundestag as its superior authority. The other, by its decision on the reasoned order of the day against the motion of Deputy Berends, disavows not only the revolution; it expressly admits that it is called only to agree upon the constitution, and thereby recognises the fundamental principle of the draft constitution submitted by the Camphausen ministry. Both assemblies have correctly appreciated each other.
Both are – incompetent.
