From your letter of 7 June, postmarked 9 July, which arrived here on 13 July, I must conclude that your society wishes to join the great International Working Men’s Association. Since your rules contain nothing that conflicts with the General Rules and Administrative Regulations of the Association, there is no obstacle to your admission.

It will only be necessary for you to recognise the General Rules and Administrative Regulations of the Association, of which I am sending you a copy in French herewith (as there is no complete and authentic edition in Italian). Have the kindness to decide on this and, in the affirmative case, to communicate the result to me, so that I may take the necessary steps for your admission.
