1. That the labour movement, at the outset, should have concentrated its efforts in support of the French Republic on compelling the British government to recognise the Republic.

2. That the military intervention of England in favour of France, as intended by those who propose it, could only have been of use at a particular moment, which, however, has long since passed.

3. That England not only remains incapable of intervening effectively in continental affairs, but also cannot protect itself against continental military despotism so long as it does not regain the freedom to employ its real war power, i.e., its war fleet; this freedom it can only regain by renouncing the Declaration of Paris.
