First of all, my thanks for the detailed report on the workers' party in Germany! I communicated it to the General Council immediately.

The requested work on the relations of landed property in Germany had to be postponed for the time being owing to an absolute lack of time.

The appeal issued at the Brunswick meeting (of 16 July [In Bracke erroneously: 24 July] 1870) I have – as you will have seen from the Manifesto of the General Council sent to you by me last week – incorporated in parts into this Manifesto...

The General Council cannot, according to § 3 of the statutes, postpone the congress date. It would, however, under the present exceptional circumstances assume the responsibility for such a step if it found the necessary support from the sections. It would therefore be desirable that a reasoned proposal to this effect should officially reach us from Germany.
