In a circular which Herr Otto Hübner, director of the Central Statistical Archives (in Berlin), addressed to his electors for the Reichstag, we read:
The people are more than overburdened. Apart from the arms factories, almost all industries are paralysed. Hundreds of famished candidates vie for the smallest public posts. In the towns, the number of uninhabited houses and of inhabitants unable to pay for their lodgings is steadily growing. Lands and houses are falling in masses under the hammer. The workhouses are besieged by crippled victors and by workers without work. Everywhere confidence in the present and in the future is lacking. Even the budget of the poorest teaches him

that he already pays for the services of the state far more than they are worth.
