Notice of the General Council of the  
International Working Men’s Association.

Considering,  
that the Basle Congress decided that Paris should be the seat of this year’s Congress of the International Working Men’s Association;  
that, given the continuation of the present régime in France, the Congress cannot sit in Paris;  
that, however, the preparations for the Congress necessitate an immediate decision;  
that Article 3 of the Rules obliges the General Council “in case of necessity to change the place of meeting appointed by the preceding Congress”;  
that German members of the International Working Men’s Association have invited the General Council to hold this year’s Congress in Germany;  
the General Council at its sitting of May 17 has unanimously resolved to convene this year’s Congress at Mainz and to open it there on September 5, 1870.
