Receipts are available for all expenditure, and those donors from Huddersfield and Stettin who were not represented at the said meeting are requested to appoint mandatories in London to inspect these receipts.

Since through the departure of two members of the Committee, A. Füster and C. Blind, it had become incomplete, and since a counter-committee, independent of the Workers’ Association and the refugees belonging to the Social-Democratic trend, is furthermore attempting to form itself here, the Committee returned its mandate to the Association. The Association thereupon resolved:

1) The German Workers’ Association, acknowledging the activity of the previous Committee, appoints a new committee of five members from among its own members, under the title: ‘Social-Democratic Support Committee for German Refugees’. This Committee takes over the balance from the previous Committee.
2) The Committee will appeal primarily to the members of the Social-Democratic Party but, as far as its means allow, will also not exclude refugees of other leanings from support.
3) The Committee will render accounts to the Workers’ Association monthly and will then be re-elected. The statement of accounts will be published in the Deutsche Londoner Zeitung, in the Northern Star, in the Frankfurter Neue Deutsche Zeitung, in the Cologne Westdeutsche Zeitung, in the Hamburg Norddeutsche Freie Presse, in the Berliner Demokratische Zeitung, in the Schweizerische National-Zeitung, in the Schnellpost and in the Staatszeitung in New York.
4) Donors of contributions shall have the right to be present in person, or, if they are not present in London, through mandatories, at the monthly statements of accounts and to examine the books, receipts and cash balances.
5) The Workers’ Association appoints as committee members: Karl Marx, August Willich, Friedrich Engels, Heinrich Bauer, Karl Pfänder.

The undersigned Committee, in bringing the above statement of accounts together with the resolutions of the Workers’ Association to public notice, requests that contributions be sent to Heinrich Bauer, 64, Dean Street, Soho, London.

London, 3 December 1849.

The Committee:
Karl Marx. August Willich. Friedrich Engels.
Heinrich Bauer. Carl Pfänder.
