* Cologne, 14 November. The Rhenish District Committee of Democrats
calls upon all democratic associations of the Rhine Province to convene their associations immediately and to arrange popular assemblies in all neighbouring localities, in order to encourage the entire population of the
Rhine Province to refuse to pay taxes, as the most expedient means of opposing the acts of violence committed by the government against the Assembly of Prussian People’s Representatives.
Any violent resistance to the possible executive collection of taxes must be discouraged, while refraining from bidding at
forced sales must be recommended.
To agree upon further measures to be taken, the District Committee deems the convocation of a congress of deputies of the associations
to be necessary, to which they are invited for Thursday the 23rd inst., at 9 o’clock in the morning (in the hall at Eiser’s, Komödienstrasse, here).
