“Neue Rheinische Zeitung” of August 29, 1848

Because of differences with the previous printer, Mr. Clouth, today’s issue could not be published. We therefore give today only a short summary of the news received and will deliver the whole of today’s issue to our readers tomorrow.

Germany.

Frankfurt, 25 August. In the National Assembly the Minister of War, Peucker, answered several interpellations in a non-committal and evasive manner: 1) Vogt’s interpellation regarding the notorious letter in which the suppression of democratic associations is approved; 2) Vogt’s interpellation concerning the refusal of the Prussian and other troops to render homage to the Imperial Regent. Mr. Peucker declared ad 1) that “newspaper articles could provide no ground for interpellations”, and ad 2) that it was true that the “number of troops in Prussia belonging to the federal contingent” had rendered homage. Mr. Heckscher replied to Wesendonck’s interpellation regarding the Germans deported after the Paris June revolution that representations would be made.

The order of the day led to a further discussion on the relationship between the state and the church.

Frankfurt, 26 August. The Vienna deputation, which delivered the address of recognition from 80,000 Vienna citizens to the extreme Left, was splendidly received by the Frankfurt democrats.

Vienna, 24 August. Of the news from Germany which we have to give today, that from Vienna is the most important. Our readers know that the Minister of Public Works, Schwarzer, had been induced to lower the wages of the workers employed on public account by 5 kreuzer. The workers would not put up with this. They gathered in masses. The National Guard marched out. A clash occurred, the unarmed workers were repulsed by the National Guard and the military. The Committee of Public Safety, which recently had acted more resolutely and revolutionarily than the citizenry wanted, and which, especially on account of its address to the Frankfurt Left, had got itself into the odour of republicanism, lost all its authority at one blow. It virtually dissolved, and the ministry and the municipal committee, composed of bourgeois elements, have now taken over the direction of public affairs.

With this, the struggle between proletariat and bourgeoisie has also been proclaimed in Vienna, and as everywhere, here too the bourgeois have won in the first clash. The class of capitalists, hemmed in between the absolutist feudal nobility and the workers, has declared for the former. We shall see how long this unnatural alliance lasts, how long it will be before at least a section of the bourgeoisie is driven into the arms of the proletariat. Vienna, Berlin, Paris, Brussels, London are now more or less in the same situation: the petty bourgeoisie, trembling before the workers, throws itself into the arms of the reactionary big bourgeoisie or even the feudal nobility. The struggle within the bourgeoisie has ceased, the struggle between bourgeoisie and proletariat is imminent everywhere.

Berlin, 26 August. The Assembly of Conciliators further debated the law for the protection of personal liberty. Some incorrect paragraphs were adopted, but the practical application of the law was rendered null again by granting the ministers the right to suspend the most important paragraphs on their own authority in the event of a riot.

French Republic.

Paris, 25 August. The debate on the report on the June events is occupying the whole of Paris. The National Assembly deliberated under the protection of an immense military force. The sitting began at noon on Friday. Ledru-Rollin, Caussidière, Louis Blanc defended themselves with energy and passion. The sitting was continued deep into the night. Finally, after midnight, President Marrast read out a writ of the Public Prosecutor of the Republic by which he sought to indict Blanc and Caussidière. After long, heated debates, the National Assembly finally gave its consent at about 5 o’clock in the morning. Blanc and Caussidière immediately surrendered, were arrested and taken to Vincennes.

— The “Gazette de France” has also been suppressed. — The “Assemblée Nationale”, the “Réforme” and the “Constitutionnel” (!) are said to be threatened with the same fate.

Italy.

Italy’s cry for help dies away without making any impression on the ears of the French bourgeoisie. In the Papal State, a general rising of the people against the brutality of the Austrians, whose representative Welden has again aroused the people’s indignation by a note. The deputies resolve on immediate Jewish emancipation. Radetzky and Consorts are carrying on in Upper Italy as before, indeed much worse, since they are proceeding according to the rules of the Galician school of atrocity. In Turin the Minister of War has resigned in the face of public indignation, and the rest enjoy at most the confidence of the camarilla. Genoa is simmering, and to prevent the republican spirit from boiling over, 6,000 men are on the march thither. The French bourgeoisie is turning Italian refugees back from the frontier as a proof of fraternity. General Griffini has fled with his corps and 20 cannon to Switzerland and been disarmed. Garibaldi is continuing the guerrilla war.

Belgium.

Brussels, 27 August. “La Nation” reports that Mr. Guizot has arrived in Ostend by the steamer from London.

Hungary.

Pesth, 21 August. The Hungarians have suffered a considerable defeat in an attack on the entrenchments at St. Thomas. The Serbs have taken Weisskirchen.

Great Britain.

London, 26 August. In Parliament, proceedings on the budget, on the bills for the establishment of diplomatic relations with Rome and for the suppression of secret societies, especially in Ireland. The “Chronicle” reports from a reliable (official) source that Denmark has rejected the armistice conditions and that threatening notes have been presented to the Berlin cabinet by England and France, and likewise to the German central authority. In Lancashire 64 Chartists have been arrested, in London likewise a large number, which is increasing daily there as here. In Ireland the potato harvest has been destroyed just as in 1846. The stock exchange world is in great alarm.
