I. Overthrow Japanese Imperialism:

Sever diplomatic relations with Japan, expel Japanese officials, arrest Japanese spies, confiscate the property of Japanese imperialism in China, repudiate foreign debts to Japan, abrogate treaties with Japan, and reclaim Japanese concessions.

Fight to the death to defend Huabei and all coastal regions.

Fight to the death to recover Ping-Jin and the Northeast.

Oppose any vacillation or compromise.

II. General Mobilization of the Nation’s Military:

Mobilize the nation’s army, navy, and air force to carry out a national war of resistance.

Oppose the passive operational policy of purely defensive warfare; adopt an independent and autonomous policy of active warfare.

Establish a standing national defense council to discuss and decide on national defense plans and operational policies.

Arm the people, develop anti-Japanese guerrilla warfare, and coordinate with the operations of the main forces.

Reform the political work in the army to unite commanders and fighters, and to unite the army and the people. Bring the army’s initiative into full play.

Aid the Northeast People’s Revolutionary Army and the Northeast Volunteer Army. Disrupt the enemy’s rear.

Realize equal treatment for all anti-Japanese armed forces.

Establish national and regional military districts, mobilize the entire nation to participate in the war, so as to transition from a mercenary system to a system of compulsory military service.

III. General Mobilization of the Nation’s People:

All people of the nation, with the exception of traitors, shall have the freedom of speech, publication, assembly, association, and armed resistance against the enemy for the cause of resisting Japan and saving the nation. Abolish all old laws and decrees that fetter the people’s patriotic movements; promulgate new, revolutionary laws and decrees. Release all patriotic and revolutionary political prisoners; lift the ban on political parties. The people of the entire nation shall be mobilized and armed to participate in the war of resistance, contributing their strength if they have strength, their money if they have money, their guns if they have guns, and their knowledge if they have knowledge.

Mobilize the Mongol, Hui, and all other minority nationalities to jointly resist Japan under the principles of national self-determination and national autonomy.

IV. Reform of the Political Structure:

Convene a National Assembly that truly represents the people to adopt a truly democratic constitution, decide on the policy for resisting Japan and saving the nation, and elect a government of national defense.

The government of national defense must absorb revolutionary elements from all parties, factions, and people’s organizations, and expel pro-Japanese elements.

The government of national defense shall adopt the system of democratic centralism; it is democratic, yet also centralized.

The government of national defense shall carry out the revolutionary policies of resisting Japan and saving the nation. Implement local self-government, eradicate corrupt officials, and establish a clean government.

V. Foreign Policy for Resisting Japan:

Within the bounds of not losing territory and sovereignty, conclude anti-aggression alliances and mutual military agreements for resisting Japan with all countries that oppose Japanese aggression.

Support the peace front; oppose the German-Japanese-Italian aggression front.

Unite with the workers and peasants of Chaoxian, Taiwan, and within Japan to oppose Japanese imperialism.

VI. Wartime Financial and Economic Policy:

The financial policy shall be based on the principles of “those with money contribute money” and the confiscation of the property of traitors to serve as funds for resisting Japan. The economic policy shall be to reorganize and expand national defense production, develop the rural economy, ensure self-sufficiency in agricultural products during wartime, promote national goods and improve local products, ban Japanese goods, suppress unscrupulous merchants, and oppose speculation and manipulation.

VII. Improvement of the People’s Livelihood:

Improve the treatment of workers, peasants, office employees, teachers, and soldiers of the anti-Japanese forces.

Give preferential treatment to the families of soldiers of the anti-Japanese forces.

Abolish exorbitant taxes and miscellaneous levies, reduce rent and interest rates; provide relief for the unemployed; regulate grain supplies; provide relief for famine and disaster.

VIII. Educational Policy for Resisting Japan:

Change the old educational system and old curriculum; implement a new system and new curriculum with the objective of resisting Japan and saving the nation.

Implement a program of universal, compulsory, and free education to raise the level of the people’s national consciousness.

Implement armed training for all students nationwide.

IX. Eradicate Traitors, Quislings, and Pro-Japanese Factions. Consolidate the Rear.

X. National Unity for Resisting Japan:

On the basis of thorough cooperation between the Guomindang and the Communist Party, establish a national united front of all parties, factions, circles, and armies to resist Japan, lead the war of resistance, and unite with sincerity to face the national crisis together.
