(July 3, 1976)

Comrade Ton Duc Thang, President of the Socialist Republic of Vietnam,
Comrade Le Duan, First Secretary of the Central Committee of the Vietnam Workers’ Party,
Comrade Truong Chinh, Chairman of the Standing Committee of the National Assembly of the Socialist Republic of Vietnam,
Comrade Pham Van Dong, Premier of the Government of the Socialist Republic of Vietnam:

The Sixth National Assembly of the Socialist Republic of Vietnam has solemnly proclaimed the realization of national reunification for all Vietnam. This is a brilliant achievement born of the protracted and heroic struggle of the people of both South and North Vietnam. On behalf of the Communist Party of China, the Chinese Government, and the Chinese people, we extend to you, to the Vietnam Workers’ Party, the Government of the Socialist Republic of Vietnam, and the fraternal Vietnamese people our warmest congratulations. We also warmly congratulate you on your respective assumption of the esteemed offices of President of the Republic, Chairman of the Standing Committee of the National Assembly, and Premier of the Government.

Under the leadership of the Vietnam Workers’ Party, the heroic Vietnamese people, holding high the glorious banner of President Ho Chi Minh’s “Determined to Fight and Determined to Win,” waged an arduous and unparalleled anti-imperialist struggle over several decades. They ultimately expelled and overthrew reactionary forces at home and abroad, won independence and liberation for the entire nation, achieved complete victory in the war of resistance against U.S. aggression and for national salvation, and accomplished the great cause of reunifying the fatherland. The reunification of Vietnam is a major event in the current political life of the Vietnamese people and holds tremendous significance in the history of the Vietnamese national liberation struggle. The Chinese people feel heartfelt joy at every victory and achievement of the fraternal Vietnamese people. We are deeply convinced that the Vietnamese people, endowed with a glorious tradition of revolutionary struggle, will surely win new and even greater victories in the cause of building a peaceful, independent, reunified, and socialist Vietnam.

May the Socialist Republic of Vietnam enjoy prosperity and strength.
May the great friendship between the Chinese and Vietnamese peoples be continuously consolidated and developed.
