This circular, issued by the Central Committee of the Communist Party of China on 24 March 1976 to the CPC Zhejiang Provincial Committee and the Party committees of all provinces, municipalities, and autonomous regions, stated: "Recently, several groups of students in Zhejiang forcibly boarded trains, demanding to come to Beijing to lodge petitions and to visit Tsinghua and Peking Universities to read big-character posters. After persuasion, the majority have returned. The Central Committee holds that such actions are inappropriate, do not conform to the guiding spirit of Chairman Mao and the Party Central Committee, and adversely affect grasping revolution, promoting production, promoting work, and promoting preparedness against war." "The Central Committee demands that all localities resolutely implement Chairman Mao's important instructions and the stipulations of central documents, and with regard to those who forcibly board trains demanding to come to Beijing, ideological work should be done well and they should be resolutely dissuaded. They should be told that the entire movement must proceed under the unified leadership of the Party committee in accordance with Chairman Mao's instructions. No establishing ties, no forming fighting teams." The "movement" referred to here denotes the so-called movement to "counterattack the right-leaning wind to reverse verdicts" that was being launched at the time.
