Hua Guofeng, Chairman of the Central Committee of the Communist Party of China and Premier of the State Council, quoted this passage in boldface in his political report to the 11th National Congress of the Communist Party of China on August 12, 1977. The report was adopted by the congress on August 18 and published in Renmin Ribao on August 23.
