In this report to Mao Zedong dated December 18, 1975, Ye Jianying, Vice Chairman of the CPC Central Committee and Vice Chairman of the Central Military Commission, stated that, in accordance with your instructions of June 23 regarding Kong Congzhou’s letter proposing measures to strengthen electronic countermeasures, he had tasked the General Staff Department with taking the lead. With the participation of Kong Congzhou and responsible officials from relevant departments, they held four meetings to deliberate and subsequently drafted a special report. On December 8, the Executive Vice Premier of the State Council and members of the Standing Committee of the Central Military Commission convened a joint meeting specifically to hear briefings from the relevant authorities and conducted further discussions and studies. They proposed the following initial steps to rapidly reinforce this work: First, establish a leading group for electronic countermeasures and radar management under the joint leadership of the State Council and the Central Military Commission. Second, set up an agency responsible for centralized management of electronic countermeasures and radar across the armed forces. Third, intensify electronic technical intelligence gathering. Fourth, strengthen and reorganize research and production capabilities in electronic countermeasures to swiftly enhance the anti-jamming performance of our military’s electronic equipment. Fifth, actively train personnel specialized in electronic countermeasures.
