Telegram Announcing the Establishment

His Excellency Souphanouvong, President of the Lao People’s Democratic Republic and Chairman of the Supreme People’s Assembly of Laos,
His Excellency Kaysone Phomvihane, Prime Minister of the Lao People’s Democratic Republic:

On the occasion of the proclamation of the Lao People’s Democratic Republic and your respective assumption of the offices of President, Chairman of the Supreme People’s Assembly, and Prime Minister, on behalf of the Communist Party of China, the Government of the People’s Republic of China, and the Chinese people, we extend to you, to the Lao People’s Revolutionary Party, to the Government of the Lao People’s Democratic Republic, and to the fraternal Lao people our warmest congratulations and highest respect.

The birth of the Lao People’s Democratic Republic is the glorious fruit of the Lao people’s long and heroic struggle. For decades, under the leadership of the Lao People’s Revolutionary Party, the heroic Lao people, undaunted by powerful adversaries and unyielding in the face of hardship, persevered in armed struggle. Through a arduous and tortuous path, they ultimately vanquished the imperialist aggressors and the ultra-right reactionary forces at home, achieving a great victory in the national democratic revolution. The Lao revolution has thus entered a new historical stage. Your victory not only makes a positive contribution to the revolutionary cause of the peoples of Indochina, but also powerfully inspires the just struggle of oppressed nations and peoples worldwide for independence and liberation.

China and Laos are close and friendly neighbors. Over a long period of anti-imperialist revolutionary struggle, the peoples of the two countries have shared both joys and sorrows, overcoming difficulties together, thereby forging a profound and steadfast friendship. The Chinese people regard every victory achieved by the Lao people as their own and rejoice in it wholeheartedly. We are confident that the Lao people, with their rich tradition of revolutionary struggle and under the leadership of the Lao People’s Revolutionary Party, will, by upholding independence, self-reliance, and self-sufficiency, continuously surmount the obstacles in their path and surely build Laos into an independent, democratic, and prosperous nation. We wish that the revolutionary friendship between the peoples of China and Laos will continue to be consolidated and developed.
