This comment was written on a report dated November 3, 1975, submitted by Su Zhenhua, a member of the Standing Committee of the Central Military Commission of the CPC and First Political Commissar of the People’s Liberation Army Navy, to Vice Chairmen Ye Jianying and Deng Xiaoping of the Central Military Commission, with a copy forwarded to Mao Zedong. The report stated: In order to implement the Chairman’s important instructions regarding the Navy, Comrade Xiao Jingguang and several deputy commanders in charge of specialized fields, together with myself, plan to travel shortly to the southeastern coastal region to ascertain how the naval units are carrying out the resolutions of the expanded meeting of the Military Commission, to study a ten-year construction plan for harbors and docks, and to inspect the maintenance of military equipment and training activities. The trip is expected to last about one month.
