The talks were chaired by Deng Xiaoping. Zhang Chunqiao could participate in the welcoming and farewell ceremonies as well as the banquet.

On November 5, 1975, Deng Xiaoping, Vice Chairman of the CPC Central Committee and Vice Premier of the State Council, submitted to Mao Zedong a report from the Ministry of Foreign Affairs requesting instructions on the reception plan for Burmese President U Ne Win’s visit to China. In his note, Deng wrote: “Ne Win has expressed his wish to meet Comrades Zhang Chunqiao, Jiang Qing, and Yao Wenyuan. Therefore, I have asked the Ministry of Foreign Affairs to propose a plan whereby either I or Zhang Chunqiao would personally receive him.” He requested that the Chairman consider and issue instructions before forwarding the matter to the members of the Politburo for approval. Upon reviewing the document, Mao Zedong deleted the sentence stating that “a separate meeting with Comrade Jiang Qing has already been arranged” and added this personal annotation. Furthermore, he revised the wording in the Ministry of Foreign Affairs’ request from “Please have Vice Premiers Deng Xiaoping or Zhang Chunqiao” conduct the welcoming and farewell ceremonies upon Ne Win’s arrival and departure to “Please have Vice Premiers Deng Xiaoping and Zhang Chunqiao”; changed “have either Deng Xiaoping or Zhang Chunqiao represent Premier Zhou Enlai” preside over the welcome banquet to “have Vice Premier Deng Xiaoping represent Premier Zhou Enlai” preside over the banquet; altered “please have either Deng Xiaoping or Zhang Chunqiao deliver remarks at the banquet” to “please have Vice Premier Deng Xiaoping deliver remarks at the banquet”; and modified “if the other side proposes a toast, please have either Deng Xiaoping or Zhang Chunqiao return the toast” to “please have Vice Premier Deng Xiaoping return the toast.”
On November 11, President U Ne Win and his delegation arrived in Beijing. Deng Xiaoping, acting on behalf of Premier Zhou Enlai, hosted a welcome banquet and delivered a speech.
