On November 15, 1975, Deng Xiaoping submitted a report to Mao Zedong stating: “In July, when Comrade Hong Wen was away on official business, with the Chairman’s approval, I temporarily took over the responsibility of presiding over the daily work of the CPC Central Committee. Now that Comrade Hong Wen has returned, as is customary, I propose that from today onward, he resume his duties as the person in charge of the Central Committee’s daily affairs. The recent meeting of the Seventeen should also be chaired by Comrade Hong Wen.” In response, Mao Zedong wrote the above comment.
The General Office of the CPC Central Committee issued Deng Xiaoping’s letter together with Mao Zedong’s comment as Document No. 270 of 1975.
