[1) These comments were written on a report submitted to Mao Zedong by Deng Xiaoping, Vice Chairman of the CPC Central Committee and Vice Premier of the State Council, on October 21, 1975. The report stated that, during a recent Politburo meeting to discuss the Chairman’s instructions as reflected in a briefing on the National Day banquet attended by senior intellectuals, the participants had noted that there was a group of people both inside and outside the Party who should be given early political appointments. All agreed to make active preparations for the early convening of the National Committee of the CPPCC. Furthermore, the Politburo reached unanimous agreement to hold a meeting of the Standing Committee of the NPC in the near future to fill two vacancies for vice chairpersons: one to be Li Dazhang, whom the Chairman and the Central Committee had already decided upon, and the other Comrade Deng Yingchao.
