These comments were written on a report submitted by Deng Xiaoping, Vice Chairman of the CPC Central Committee and Vice Premier of the State Council, to Mao Zedong on September 16, 1975. The report, intended for Mao’s review, outlined the Ministry of Foreign Affairs’ and the International Department of the CPC Central Committee’s proposed plan for talks and a reception program with a Vietnamese party and government delegation. It requested that Deng personally seek Mao’s instructions on this matter, as well as on several major personnel changes. The accompanying reception plan from the two ministries indicated that Jiang Qing and others were slated to attend both the banquet welcoming the Vietnamese delegation and a special literary and artistic evening gala. The Vietnamese party and government delegation arrived in Beijing on September 22 for an official friendly visit.
