To the Central Committee:
The lower-level personnel of the Lin Office bear relatively light responsibility and should not remain in the study classes for an extended period. It would be advisable to reach a conclusion promptly, exempt them from further investigation, assign them to work posts, and observe their subsequent performance.
Please deliberate and make a decision.

These are comments responding to a letter dated June 24, 1975, from Jiang Zhaosheng. In his letter, he stated: “I am a Communist Party member and formerly a physician at Beijing Hospital. Prior to the ‘September 13’ incident, I was dispatched by the organization to serve as a health-care attendant to Comrade Lin Biao. Following that event, the organization decided that I should participate in a study class for centralized learning. Nearly four years have now passed, yet, like the other trainees, no formal conclusion has been reached regarding my case. At present, the entire country is earnestly implementing policies in accordance with your instructions, which greatly encourages me. I sincerely hope to return to my original work unit at an early date so that I may do some useful work for the Party and the people. At the same time, I also express the wish that the issues facing my fellow trainees can be properly resolved.”
