(June 27, 1975)
To His Excellency President Bongo of the Gabonese Republic:
Your Excellency the President, I am very pleased to learn that you have again come to Beijing. It would normally be my duty to meet with you for talks; unfortunately, I have been unwell these past two days and confined to bed, making it impossible for me to receive you. I deeply apologize and beg your pardon. I wish you a safe and smooth journey.
