[1] The first part is a directive by Mao Zedong conveyed at the meeting of the eight military region commanders and political commissars convened by the Political Bureau of the CPC Central Committee in August 1974. This passage was quoted in boldface in the CPC Central Committee’s notice of October 11, 1974, on preparations for convening the Fourth National People’s Congress, which was reviewed and approved by Mao Zedong. The second part is a remark made by Mao Zedong in Hangzhou in January 1975 while listening to Zhou Enlai’s report during the Second Plenary Session of the Tenth CPC Central Committee. This remark was quoted in boldface in the CPC Central Committee’s notice of February 10, 1975, forwarding the 1975 national economic plan, which was reviewed and approved by Mao Zedong.
