[1] This was a remark made by Mao Zedong on October 20, 1974, after he had listened to reports from Wang Hairong and Tang Wensheng, who had accompanied foreign guests to Changsha on behalf of the Ministry of Foreign Affairs. He instructed them to return to Beijing and convey to Premier Zhou Enlai of the State Council and Wang Hongwen (then Vice Chairman of the CPC Central Committee) his views on the preparatory work for the Fourth National People’s Congress and on personnel arrangements. On February 26, 1978, Hua Guofeng (then Chairman of the CPC Central Committee and Premier of the State Council), in his report titled “Unite as One and Strive to Build a Strong Socialist Modern Country,” delivered at the First Session of the Fifth National People’s Congress, quoted this sentence in bold type.
