[1] The Foreign Ministry's request for instructions, submitted by Vice Premier Deng Xiaoping on August 26, 1974, stated that a U.S. congressional delegation was scheduled to visit China from September 2 to 14. The U.S. side originally notified us on August 14 that the delegation would be led by House Republican Leader Rhodes. On August 22, they notified us again that the delegation leader had been changed to Democratic Senator Fulbright, Chairman of the Senate Foreign Relations Committee, with members including two senators and four representatives. Upon review, it was found that among the four representatives, two are pro-Chiang elements in the House, who visited Taiwan twice in February and April this year and made pro-Chiang statements. We consider it necessary to make an appropriate response to the U.S. side's deliberate insertion of two pro-Chiang elements, so as to make the U.S. side exercise more restraint in the future. Accordingly, we have drafted a telegram to our liaison office in the United States, which we submit for your review.
