Telegram from Mao Zedong et al. Congratulating Romania on the Thirtieth Anniversary of Its Liberation

To Comrade Nicolae Ceaușescu,
General Secretary of the Romanian Communist Party and President of the Socialist Republic of Romania,

and to Comrade Maniu Manescu,
Prime Minister of the Government of the Socialist Republic of Romania:

As the fraternal people of Romania joyously celebrate the thirtieth anniversary of their country’s liberation, we, on behalf of the Communist Party of China, the Chinese Government, and the Chinese people, extend to you, and through you to the Romanian Communist Party, the Romanian Government, and the Romanian people, our warmest congratulations.
Thirty years ago, the Romanian people, heirs to a glorious revolutionary tradition, under the leadership of the Romanian Communist Party, launched the heroic August 23 Armed Uprising, overthrew fascist rule, established the people’s democratic regime, and opened a new chapter in Romania’s history, thereby contributing to the victory of the world’s peoples in the anti-fascist war.
Since liberation, and particularly in recent years, the Romanian people have been closely united around the Romanian Communist Party headed by Comrade Ceaușescu, pursuing an independent and self-reliant course,
striving vigorously to strengthen themselves and achieve great successes in the cause of socialist construction. At present, the Romanian people are confidently working hard to complete the Five-Year Plan ahead of schedule and to greet the Party’s Eleventh Congress with new achievements. Romania firmly upholds the principle of equality among all nations, large and small, opposes both old and new colonialism, imperialism, and hegemonism, courageously defends national independence and state sovereignty, and supports the just struggles of oppressed nations and peoples, thereby winning widespread sympathy and support from the peoples of the world. The Chinese people are sincerely delighted at the achievements made by the Romanian people and wish them further, even greater victories.
China and Romania are both developing socialist countries. In the struggle against imperialism and hegemonism, as well as in the cause of socialist construction, we have consistently supported and encouraged one another, forging a profound revolutionary friendship and close cooperative relations. Since Comrade Ceaușescu’s visit to China in 1971, this friendship and cooperation have undergone multifaceted development. Our friendship is based on the principles of Marxism-Leninism and proletarian internationalism; it has stood the test of time. Henceforth, the Chinese people will, as always, resolutely support the revolutionary struggle of the fraternal Romanian people and continue to strive to strengthen the revolutionary friendship and combat solidarity between our two Parties, our two countries, and our two peoples.
