Comrade Nicolae Ceauşescu, General Secretary of the Romanian Communist Party and President of the Socialist Republic of Romania,
Comrade Manea Mănescu, Prime Minister of the Government of the Socialist Republic of Romania:

On the occasion of the fraternal Romanian people's joyful celebration of the 30th anniversary of the liberation of their motherland, we wish, on behalf of the Chinese Communist Party, the Chinese Government, and the Chinese people, to extend our warm congratulations to you and, through you, to the Romanian Communist Party, the Romanian Government, and the Romanian people.

Thirty years ago, the Romanian people, with their glorious revolutionary tradition, under the leadership of the Romanian Communist Party, staged the heroic armed uprising of August 23, overthrew the fascist rule, established the people's power, opened a new chapter in Romanian history, and contributed to the victory of the world people's anti-fascist war.

Since liberation, especially in recent years, the Romanian people, closely united around the Romanian Communist Party headed by Comrade Ceauşescu, upholding independence and self-reliance, working hard for the prosperity of their country, have achieved significant successes in the cause of socialist construction. At present, the Romanian people are striving with full confidence to fulfill the Five-Year Plan ahead of schedule and to greet the Party's Eleventh Congress with new achievements. Romania firmly stands for the equality of all countries, big and small, opposes old and new colonialism, imperialism, and hegemonism, courageously defends national independence and state sovereignty,

supports the just struggles of oppressed nations and oppressed peoples, and has won widespread sympathy and support from the people of all countries in the world. The Chinese people feel heartfelt joy at the achievements of the Romanian people and wish you new and still greater victories.

China and Romania are both developing socialist countries. In the struggle against imperialism and hegemonism and in the cause of socialist construction, we have consistently supported and encouraged each other and have forged a profound revolutionary friendship and close cooperative relations. Since Comrade Ceauşescu's visit to China in 1971, this friendship and cooperative relations have undergone multifaceted development. Our friendship is founded on the principles of Marxism-Leninism and proletarian internationalism and can stand tests. In the future, the Chinese people will, as always, firmly support the revolutionary struggle of the fraternal Romanian people and continue their efforts to strengthen the revolutionary friendship and militant unity between our two Parties, two countries, and two peoples.
