[1] This comment was written on the "Report to the Tenth National Congress of the Communist Party of China" (revised draft by the Political Bureau of the Central Committee on July 6, 1973), which was submitted for review by Zhou Enlai, Zhang Chunqiao, and Yao Wenyuan (all of whom were members of the Political Bureau of the CPC Central Committee at the time) on July 7, 1973. On August 24, Zhou Enlai delivered this report at the congress. The report was divided into three parts: I. On the line of the Ninth National Congress; II. On the victory of smashing the Lin Biao anti-Party clique; III. On the situation and tasks. On August 28, the congress adopted this report, and it was published in Renmin Ribao on September 1.
