[1] This directive, issued by the CPC Central Committee on December 26, 1971, pointed out that, in order to further improve distribution work in rural people’s communes, it is essential to effectively address the following issues: first, properly handle the relationship between collective accumulation and members’ distribution; second, conscientiously carry out grain distribution; third, adhere to the socialist principle of “from each according to his ability, to each according to his work”; fourth, earnestly implement the policy of running communes thriftily and upholding the spirit of self-reliance and hard struggle; fifth, effectively resolve the problem of households with expenditures exceeding income; and sixth, implement the policy of “taking grain production as the central task while promoting all-round development.”
