[1] On November 7, 1970, Zhou Enlai and others wrote a report to Mao Zedong and others,
saying that in handling the Chen Boda case, we found that if we did not let more responsible
comrades and comrades handling the case know about the Chairman’s article “My Opinion”,
it would be difficult to obtain more true revelations and denunciations. Now, both inside and
outside the Party and foreign public opinion have gradually realized that Chen Boda has not
appeared since the Second Plenary Session of the Ninth Central Committee, and that
something may have happened. Therefore, we propose to print and distribute the
Chairman’s “My Opinion” to the core groups of the Party in each province, city, and
autonomous region, the Standing Committees of the Party Committees of each major
military region, provincial military region, each army, each headquarters, and each service
branch, and the leading groups or core groups of each department of the Central Party and
government. We also need to inform the leading comrades of the above-mentioned units
about Chen Boda’s anti-Party and anti-Marxism, revisionist Mao Zedong Thought, and
personal ambition conspiracy activities, so as to obtain more revelations about this
suspicious person. The first part was written on the envelope of the report submitted by
Zhou Enlai and others; the second part was written on the report; and the third part was
written on the draft directive from the Central Committee regarding Chen Boda's anti-Party
activities, submitted by Zhou Enlai and others for review on November 14th. Chen Boda,
then a member of the Standing Committee of the Political Bureau of the CPC Central
Committee, actively participated in the conspiracy of the Lin Biao and Jiang Qing counterrevolutionary clique to seize supreme power in the Party and the state during the Cultural
Revolution. He was placed under incommunicado investigation after the Second Plenary
Session of the Ninth CPC Central Committee in 1970. In August 1973, the First Plenary
Session of the Tenth CPC Central Committee passed a resolution expelling Chen Boda from
the Party and removing him from all positions within and outside the Party. In January 1973,



the Special Tribunal of the Supreme People's Court of the People's Republic of China
confirmed Chen Boda as the principal offender in the Lin Biao counter-revolutionary clique
case and sentenced him to 18 years' imprisonment and five years' deprivation of political
rights.

conveying information on Chen Boda's anti-Party activities, drafted based on Mao Zedong's
instructions, stated that at the Second Plenary Session of the Ninth Central Committee, Chen
Boda resorted to despicable tactics, including surprise attacks, inciting trouble, spreading
rumours, and deceiving comrades, in an attempt to split the Party. Chairman Mao,
perceiving all this, immediately wrote "My Opinion," which shattered Chen Boda's anti-Party
plot and set the course of the plenary session in the right direction. After the Second Plenary
Session of the Ninth Central Committee, Chen Boda's anti-Party activities were orally
communicated to a number of senior Party cadres. To educate cadres and increase
understanding of this issue, the Central Committee decided to publish "My Opinion,"
requesting that it be immediately read and disseminated to members of regional core
groups within the Party, members of division-level Party committees in the military,
responsible Party cadres at the same level, and members of the various Central Committee
special task forces. The content of the dissemination should be based primarily on "My
Opinion." The draft directive also noted that Chen Boda had a complex history and was a
suspicious individual, and that the Central Committee was currently investigating his case.
When disseminating this information, all units should call on comrades who are familiar with
his situation and problems to report and expose him. The Central Committee of the
Communist Party of China issued this directive on November 16.
