Comments on a draft circular

[1] This draft circular, submitted by Zhou Enlai and others for review on October 18, 1970, pointed out that the Second Plenary Session of the Ninth Central Committee of the Party called on the entire Party to "conscientiously fulfill the tasks of Party consolidation and Party building, and strengthen the Party's ideological and organizational construction." To this end, on the one hand, all localities must vigorously grasp the rectification and construction of grassroots Party branches; on the other hand, in accordance with the provisions of the new Party Constitution, they must promptly convene local Party congresses at all levels and establish Party committees at all levels. The draft circular also set forth regulations on specific issues concerning the convening of local Party congresses at all levels. Mao Zedong wrote this comment after reading it. On October 28, the Central Committee of the Communist Party of China issued this circular.
