[1] Lin Biao, Vice Chairman of the CPC Central Committee and Vice Chairman of the Central Military Commission, submitted to Mao Zedong on September 22, 1970, a “Summary of the Report on How the Party Committees of the Nanjing Military Region and Other Units Have Conveyed the Spirit of the Second Plenary Session of the Ninth CPC Central Committee.”
According to this summary, the party committees of three military regions, including the Nanjing Military Region, together with the leading groups of the Party in seven provinces and autonomous regions—Jiangsu, Guizhou, and others—conducted separate briefings from September 11 to 14 for members of the standing committees of the military region party committees and the provincial/autonomous-region leading groups, thoroughly discussing the spirit of the Second Plenary Session.
On page five, the summary notes that during discussions on unity in Guizhou, “the military cadres in attendance unanimously agreed that certain military representatives participating in the ‘three-in-one’ arrangement had developed an air of arrogance and impatience, which must be taken very seriously.
It was decided to organize, in stages, study classes for military cadres, with the primary focus on resolving this issue, so as to further advance the movement of supporting the government and loving the people.”
Lin Biao underlined this passage and added the note: “Such issues have already been referred to the CMC General Office for special study, in order to correct the undesirable tendencies that have emerged among the personnel engaged in the ‘Three Supports and Two Militaries’ work.”
