[1] On September 12, 1970, the Central Committee of the Communist Party of China issued
a notice to the Party core groups of provinces, municipalities, and autonomous regions and
the Central Military Commission to organize the masses to widely discuss the "Draft
Amendment to the Constitution of the People's Republic of China". The notice pointed out
that this draft amendment to the Constitution was a continuation and development of the
1954 Constitution. In March 1970, Chairman Mao proposed to convene the Fourth National
People's Congress and amend the Constitution, and proposed not to establish a president.
The Political Bureau of the Central Committee began to prepare for the amendment of the
Constitution in March, and on July 12, the Central Committee Drafting Committee for the
Amendment of the Constitution was established with Chairman Mao as the director. The
Political Bureau of the Central Committee and the Drafting Committee studied in detail the
opinions of the people on the amendment of the 1970 Constitution, put forward the "Draft
Amendment to the Constitution of the People's Republic of China", and submitted it to the
Second Plenary Session of the Ninth Central Committee for review on February 23. On
September 6, the plenary session basically approved the draft and decided to mobilize the
people of the whole country to discuss and amend it. The Revolutionary Committees of
provinces, municipalities, and autonomous regions and the Central Military Commission
were asked to collect the opinions of the masses and report to the Central Committee by the
end of September.
