　　[These two letters were handed over to our embassy in Romania by the Soviet couple Tkachenko: one was “An Appeal to All Communists in the International Communist and Workers’ Movements,” and the other was a letter addressed to Chairman Mao. In view of the numerous inaccuracies in the former and the inappropriate manner in which Chairman Mao was referred to in the latter, and also for the sake of the organization’s security, the International Department of the CPC Central Committee recommended at the time that they not be published. Kang Sheng submitted the report seeking instructions to Chairman Mao on September 22. After Chairman Mao had reviewed and approved it, Kang Sheng returned the document to the International Department on September 27.]
