[1] These comments were written on a report submitted by Zhou Enlai et al. to Mao Zedong on September 6, 1970, for his review of the draft communiqué of the Second Plenary Session of the Ninth Central Committee of the CPC. In their report, Zhou Enlai et al. stated: “After 11 o’clock, we convened the heads and deputy heads of the major groups to convey the main spirit of the Chairman’s instructions: strengthen unity, stand together against the enemy, support the army and love the people, read a few books, each conduct self-criticism, and strictly observe Party discipline and military discipline.” They further noted: “In the afternoon, the major groups unanimously adopted the draft communiqué and basically approved both the draft amendment to the Constitution and the 1970 national economic plan.” The report concluded: “We now submit the draft communiqué for your approval.” On page three of the draft communiqué it read: “As Chairman Mao pointed out: ‘The danger of a new world war still exists, and the peoples of all countries must be prepared. However, the main trend in the world today is revolution.’ Over the past several months, developments in the international situation have fully confirmed this scientific conclusion of Chairman Mao.” During his review, Mao Zedong deleted the word “completely” from the final sentence. The communiqué of the Second Plenary Session of the Ninth Central Committee of the CPC was adopted on September 6 and published in the People’s Daily on September 10.
