[1] This item is a commentary on a report submitted by the Wuhan Military Region
Committee of the Communist Party of China to Mao Zedong, Lin Biao (then Vice Chairman of
the CPC Central Committee and Vice Chairman of the Central Military Commission), the
Central Committee, and the Central Military Commission on May 14, 1970. The report stated
that, in accordance with Chairman Mao's instruction to "grasp exemplary cases," we began
to target six factories and one university: Wuhan Heavy Machinery Plant, Wuhan Boiler
Plant, Wuhan Shipbuilding Plant, Wuhan Iron and Steel Machinery Plant, No. 1 National
Cotton Mill, Second Automobile Works, and Wuhan University, starting in June of the
previous year. With the exception of Second Automobile Works, these units were known as
"tough and difficult" units in the Wuhan area. Prior to the targeting, five of these factories
had been unable to carry out the struggle, criticism, and transformation campaigns, resulting
in paralyzed production. After the military propaganda teams arrived at various locations,
they held high the red banner of Mao Zedong Thought, adhered to the path of political
development of factories and schools, and disseminated and implemented Chairman Mao's
latest directives and the Party Central Committee's calls. They united and educated the
broad revolutionary masses, isolated and attacked a handful of class enemies, and brought
unprecedented heightened consciousness and a profound change in their morale,
transforming the previously "difficult" conditions of these units. Our main approaches were:
1. Standing Committee members personally took charge; 2. Study and implement the
experience of the Sixth Factory and the Second School in Beijing; 3. Summarize this
experience and apply it to the wider community; and 4. Build military propaganda teams.
This article (Part 2) is a comment on the Central Committee's draft directive on the
experience of the Wuhan Military Region Party Committee, submitted by Zhou Enlai for
review on May 26, 1970. The directive required that the core groups of the provincial,
municipal, and district Party committees, as well as the major military region and provincial
military region Party committees, after reading the report of the Wuhan Military Region
Party Committee, submit a summary report to the Central Committee on their respective
pilot projects. If you wish to conduct a pilot program, you can refer to the experience of the



second school of the Sixth Factory in Beijing and the first school of the Sixth Factory in
Hubei, conducting pilot programs and integrating them into a comprehensive approach to
facilitate promotion.
