On the afternoon of March 14th

[1] This comment was written on a report Zhou Enlai submitted to Mao Zedong and others
on March 14, 1970. The report stated that after Wang Dongxing returned to Beijing, he
conveyed the Chairman's instructions regarding preparations for the convening of the Fourth
National People's Congress. The Politburo comrades in Beijing unanimously supported the
instructions and immediately began work. The work was divided into several areas: First,
regarding the quota and election of deputies to the Fourth National People's Congress, a
working group consisting of five people, including Enlai, has drafted and revised a decision. It
was discussed and approved at a relevant Politburo meeting on the evening of the 13th. It is
now submitted for your review and approval. Regarding matters that are inconvenient to
include in this document, we plan to discuss them with comrades from various provinces
who have come to Beijing. The draft decision submitted by Zhou Enlai for review includes
five sections: the guiding ideology of the Fourth National People's Congress, the
qualifications for deputies, the quota, the proportion, and the election method. Second,
regarding the constitutional revision working group, which has been formed by Kang Sheng
and five others, it plans to draft the main points of the revision in three days. After
discussion and submission for review, we will begin revising the text. We aim to complete
this work within a month. Third, regarding the government work report, we plan to organize
a draft after comrades from all regions come to Beijing for consultation. Fourth, regarding
the preparatory work, we will ask Wang Dongxing to report to us in person upon his return.
