[1] On March 11, 1970, Zhou Enlai and others wrote a report to Mao Zedong and others
stating that the Central Political Bureau meeting the previous day had agreed: 1. A Cultural
Group will be established under the State Council to manage work related to literature, art,
film, publishing, books, and museums. 2. The ideological and political leadership of the
Cultural Group will be under the Central Political Bureau, and the Political Bureau's division
of labour will be handled by the Central Cultural Revolution Group. Administrative
leadership of the Cultural Group will be under the State Council, and the Party Central
Committee's instructions and decisions regarding the Group will be implemented by the
State Council. 3. The Cultural Group will have a leader, deputy leaders, and several members.
It was proposed that Wu De be the leader, Liu Xianquan the deputy leader, and Shi Shaohua
and seven others be members. 4. The Cultural Group will establish a small working
organization. Mao Zedong reviewed the report and wrote this comment.
