[1] On March 8, 1970, Premier Zhou Enlai, in submitting the Ministry of Railways' Military
Control Commission's report on the comparison of options for the Hunan-Guizhou Railway
to Mao Zedong and others for review, wrote: "After careful study and comparison of the
Hunan-Guizhou Railway route, as well as field surveys and review of materials, and after
consulting the Hunan and Guizhou Provincial Revolutionary Committees and Military
Commands, the Ministry of Railways unanimously agreed that the 'Guiyang connection
option' was superior to the 'Zunyi connection option.' The State Council's working group and
the Military Commission's office group also agreed with this option." Mao Zedong, after
reading the report, wrote this comment.
